Because the meters are honestly different. What a CRM costs to run scales with the people selling in it; what an email tool costs to run scales with the emails, not with how many people can log in. So Relate is per seat and Pulse is per business with unlimited seats, and each is priced on the thing that actually varies.
Because storing a contact costs us almost nothing and sending to them costs us something real. Charging for storage punishes exactly the behaviour you should want — keeping a clean, complete list and emailing it deliberately — and rewards deleting customers to duck a tier.

It is never a separate line item — Brevo charges for removing theirs on the Starter plan, and that is the kind of thing that makes a cheap plan expensive.
